Sindh Enacts Stricter Traffic Law — Demerit Points System Introduced

🚦 Key Highlights of the New Law

1. Demerit Points System

  • Every traffic violation will add penalty points to the driver’s license.
  • Exceeding the set limit will result in suspension or cancellation of the license.
  • This system is designed to discourage repeat offenders.

2. Compulsory Training for New Drivers

  • New applicants for Light Transport Vehicle (LTV) and Heavy Transport Vehicle (HTV) licenses must complete mandatory training courses.
  • The purpose is to create safer and more responsible drivers from the start.

3. Technology-Driven Enforcement

  • E-challans, surveillance cameras, and smart traffic systems will monitor violations automatically.
  • This reduces corruption and ensures fair enforcement of traffic laws.

4. Escalating Penalties

  • Fines will double if unpaid within 21 days.
  • After 90 days, licenses can be suspended, and after 180 days, even CNICs can be blocked for non-payment.

5. Higher Fines for Violations

  • Wrong-way driving:
    • PKR 200,000 for government vehicles
    • PKR 100,000 for private cars
    • PKR 25,000 for motorcycles
  • Driving without a license: PKR 25,000 – 50,000

6. Special Traffic Courts

  • Dedicated courts will now handle traffic violations and appeals for quicker justice.

7. Vehicle Fitness and Regulations

  • All vehicles must carry a valid fitness certificate.
  • Unsafe vehicles and illegal rickshaws will be restricted.
  • Ban on tinted windows, fancy plates, and dangerous modifications.

8. Heavy Vehicle Safety

  • Buses and trucks must be equipped with GPS trackers, dashcams, and safety sensors.
  • Drivers will face random drug tests and strict speed monitoring.

🔑 Why This Law is Important

  • Promotes Safer Driving: Demerit points discourage reckless behavior.
  • Accountability: Repeat violators can lose their license.
  • Transparency: Tech-based enforcement reduces corruption.
  • Public Safety: Stricter penalties and safer vehicles mean fewer accidents.
  • Efficient Justice: Traffic courts make the system faster and fairer.

🚗 Final Thoughts

The Provincial Motor Vehicles (Amendment) Bill 2025 is a turning point in Sindh’s traffic management system. With demerit points, compulsory training, tech-driven enforcement, and heavy penalties, the government aims to make roads safer and bring long-term discipline among drivers.

The law will only succeed if strictly enforced and backed with strong public awareness campaigns.
